Who is the poor sap?

I am a big believer that programs need more “SAPs.” By this I mean “Single Accountable People.” These are people who have accountability over a specific area, scope item, function or project. Too many times it is unclear who owns something on a program and the team swirls for a long time. Having a named owner allows for a central point of contact and the person who can take responsibility for the work/action/decision.

So make sure that there is a named person for each critical function and area of a program so who know who the “poor sap” is that has ownership.
